Sarp KALKAN was born in Ankara in 1981, Sarp KALKAN graduated from Department of Economics in the Middle East Technical University (METU) in 2003. Having completed MBA program in the same university in 2005, KALKAN is currently pursuing a finance doctorate program in Department of Finance in METU. He began his professional career as a Policy Analyst in the Economic Policy Research Foundation of Turkey (TEPAV) in 2008 and worked as an Adviser to the President at the Union of Chambers and Commerce and Commodity Exchanges of Türkiye (UCCCET) from 2011 to 2018. He has been serving as Deputy Secretary General at TOBB since 2018.



Deputy Chairperson

Ümit ORHAN was born in Gevaş/Van, Ümit ORHAN graduated from Department of Public Administration in Faculty of Political Sciences in Istanbul University. He began his professional career as Parliament Advisor in the Turkish Grand National Assembly in 2007. In 2008, he joined to the Ministry of Finance as an officer. Between 2009 and 2012, he was served as a Parliament Advisor in the Turkish Grand National Assembly on a temporary basis. On March 14th, 2012, he was appointed as a Ministerial Advisor to the Ministry of Food, Agriculture and Livestock. On January 10, 2018, he was appointed as acting Assistant Director General of the Turkish Grain Board, and on May 16th, 2019, was appointed as Assistant Director General. He is married and has three children.




Adem BAŞAR was born in Ordu/Korgan in 1976. He completed his elemantary and high school education in Ordu. In 1998, he graduated from Department of Public Administration in Faculty of Political Science in Ankara University. In 2010, he completed his Master’s degree in Turkey Middle East Institution of Public Administration. In 2011, he was assigned for occupational research to the United Kingdom. In same year, he started to work as a candidate internal controller at Ministry of Customs and Trade, where he later became a controller and chief controller. In 2011, he worked as a chief supervisor within abolished Ministry Customs and Trade. From 2011 to 2015, he worked as head of department at Directorate General of Domestic Trade and from 2015 to 2020, he worked as Deputy Directorate General. On March 3, 2020, he is appointed, as acting Director General.

Vahdettin ERTAŞ


Vahdettin ERTAŞ graduated from Faculty of Political Sciences in Ankara University in 1987. Completed his Master’s degree program in Department of Business Administration in Hacettepe University in 1991. Obtained an MBA degree from Lancaster University, Great Britain in 1996 and his PhD from Department of Business Administration in Hacettepe University in 2012. After graduation from the Faculty of Political Sciences, he passed the Assistant Expert exam opened by the Capital Markets Board and became an Expert in 1991. In 1997, he was appointed as Head of Instutional Investors Department, which engaged in preparation of regulations about investment funds and partnerships, real estate investment funds and partnerships, venture capital funds and partnerships and private pension funds, and management of business activities and trades of these entities. From 2002 to April 2005, he served as Head of Corporate Finance Department engaged in regulation and management of activities and trades of publicly held corporations such as public offering, issuance of bonds and similar other capital market instruments, merger, split-up and calls. Served as the President of the Gold Exchange in 2005 and 2006. In December 2006, he was appointed as a member of the Capital Markets Board, and following his six-year service on the Board of Directors, he was appointed as the President of Capital Markets Board in December 2012. He completed his five-year term as President in December 2017. During his tenur, he also served as a Member of Tax Council, a Board Member of Natural Disasters Insurance Corporation, President of Board of Directors of Investor Compensation Fund, and Chairman of a forum of capital markets regulatory authorities of 57 Islamic Countries for five years. Currently, he holds faculty positions at several universities where he teaches post-graduate courses. He also serves as a Board Member at the Turkish Mercantile Exchange, while concurrently holding roles as an independent Board Member or advisor within various private sector corporations.




Adnan YANKIN was born in Rize/Ardeşen in 1955, he completed his primary and secondary school education in Ardeşen followed by his high school education in Erzurum Aşkale High School. He was graduated from Gazi University and commenced his his career at the Ministry of Trade in 1977. From 1980 to 1997, he worked as Chief and Branch Head at the Interior Trade Directorate General. Subsequently, from 1997 to 2013, he assumed the role of Department Head responsible for companies and trade registry. Between 2013 and 2014, he worked as Assistant Director General and, from 2014 to 2020, he held the position of Assistant General Director. He retired on March 1, 2020, culminating his tenure as General Director.



Atila TÜRELİ was born in Ereğli/Konya in 1970. Completed his elementary education in Ereğli Cumhuriyet Elementary School, secondary and high school in Konya Anatolian High School. In 1993, he was graduated from Faculty of Law in Istanbul University. In 2008, he completed his post-graduate study in European Public Law and Integration Programme in Social Sciences Institute of Bahçeşehir University. In 1994, after completing his law internship, he received his attorney’s licence, and in the same year, he won the exam opened by Ministry of Justice for those to become a judge in civil jurisdiction, and was appointed as a candidate judge in civil jurisdiction in the year 1995. While he was serving as Anamur Judge in 2000, he passed the exam opened by Istanbul Stock Exchange (IMKB) and started to work as a lawyer in Legal Affairs Department. At present, he is serving as a Senior Legal Advisor of Borsa İstanbul (x-IMKB) as well as a Board Member of Finans Teknopark A.Ş., and a Member of General Assembly of Istanbul Arbitration Centre founded under the Law no. 6570.




Ali ERDURMUŞ graduated from Bilkent University, department of Business Administration in 2003. Between 2003-2005 he served as a deputy inspector in Yapı Kredi Bankası. In 2006, he joined the Capital Markets Board of Turkey. In 2010, he finished the Master’s degree program in the field of finance at Bilkent University. Between the years 2013-2018, he served as Head of Secretarial Bureau for the Chairman in Capital Markets Board of Turkey. In 2014, he provide consultancy in the field of Financial Markets at World Bank in Washington D.C. He obtained a second Master’s degree in Public Administration and International Development at Harvard University in 2015. He served as a teaching assistant in the fields of advanced microeconomics, advanced macroeconomics, statics, econometrics, and development policy at the Harvard University Kennedy School of Government. In 2018 he was assigned to Head of Department of Strategy Development in Capital Markets Board of Turkey. During his career in Capital Markets Board of Turkey, he worked to increase the number of investment instruments and capital accumulation in order to encourage the development of capital markets in Türkiye. His efforts have led to the public offering of several real estate investment trusts to provide long-term capital to the markets, as well as a variety of capital-protected funds and pension funds. ERDURMUŞ, who has been serving as the Vice Chairman of the Board since 2021, was appointed as a Member of the Board of Directors at the Turkish Mercantile Exchange in June 2021.
