2. INSTITUTIONS PROVIDING CLEARING AND SETTLEMENT SERVICES WHERE INVESTORS SUBMIT ORDERS TO THE EXCHANGE THROUGH INTERMEDIARIES
Clearing and settlement services for the buying and selling transactions conducted by investors in the TMEX Electronic Warehouse Receipts Market through Commodity Market Intermediary Institutions (CMII), which will obtain a intermediary license from the Ministry of Trade and become members of TMEX, can be provided by CMII, capital market intermediary institutions, and banks (CMII) that have obtained clearing and permissions from TMEX. A list of these institutions will be announced here once the licensing processes are completed.
APPLICATION SET FOR CAPITAL MARKET INTERMEDIARY INSTITUTIONS AND BANKS (CMII) FOR CLEARING AND SETTLEMENT SERVICES
Members or intermediary institutions authorized by Turkish Mercantile Exchange (TMEX) for clearing and settlement services must provide both services concurrently.
TMEX may grant permission to capital market intermediary institutions and banks to perform clearing and settlement services, provided the following conditions are met:
To apply for permission, the following documents must be submitted to TMEX along with an application letter:
- Membership of a Clearing House authorized by the Exchange: Proof of membership with Takasbank clearing house authorized by the Exchange for the EWR clearing and settlement services,
Membership of to the EWR CSD: Proof of membership to the Central Securities Depository (MKK), authorized by the Ministry for the dematerialization and registration of EWR .
- Signing Contracts with CMII(s): A signed contract detailing the clearing and settlement services to be provided to the commodity market intermediary institutions.
- Signing a Commitment Regarding Obligations A signed commitment obtained from TMEX confirming to meet the clearing and settlement service requirements (click for the commitment letter). :This document must include a written pledge to pay the market-specific collateral and guarantee fund contributions and to fulfill legal obligations.
After submitting the letter from TMEX indicating that the institution is authorized to provide EWR clearing and settlement services, the necessary processes with Takasbank and MKK must be completed.
