Licenced Warehouse Fees (Rent) Tariff Application

1. LICENSED WAREHOUSE FEE 

For products delivered to licensed warehouses, the “Licensed Warehouse Fee” is paid by the seller to the licensed warehouse operator for the duration the product remains in the warehouse, according to the tariffs announced by the Republic of Türkiye Ministry of Trade. 

The licensed warehouse fee is collected from the seller and the licensed warehouse during the transfer of the electronic warehouse receipt (EWR) in TMEX and is collected from the buyer during the return/delivery phase of the product. 

2. TARIFFS 

The licensed warehouse fee tariff (tariff) is approved by the Ministry of Trade and published in the Turkish Trade Registry Gazette (TTRG). 

  • Tariff,

      ➤ It becomes effective on the date of publication.

      ➤ It is updated annually in January based on the average ratio of the annual producer price index and the consumer price index announced by the Turkish Statistical Institute. 

The Ministry of Trade is authorized to reduce this rate by up to half and to update the fee tariffs of licensed warehouse operators whose activities are not related to grain, legumes, and oilseeds at different rates, taking into account market conditions and regional commercial needs. 

      ➤ Licensed Warehouse Fee Tariffs for Grain, Legumes, and Oilseeds: 

The fee is calculated based on the storage duration of the product, taking into account tariffs from the last 3 years in the TMEX transaction system. Example:

1. HOW CAN THE LICENSED WAREHOUSE FEE CALCULATED? 

 Components of Calculating the Licensed Warehouse Fee: 

  • EWR Quantity : The amount of the electronic warehouse receipt (EWR) in kilograms. 
  • Storage Days : The duration the product remains in the warehouse (in days). 
  • Tariff : The tariff information published in the Turkish Trade Registry Gazette (TTSG). 
  • VAT : 18% until 10.07.2023, and 20% thereafter. 

With the amendment to Article 39 of the Agricultural Products Licensed Warehousing Regulation published in the Official Gazette No. 32454 dated 08.02.2024, the new fee tariff for warehouse fees applies to products stored after the effective date of the tariff and to products in the warehouse before the effective date of the tariff from the new tariff date. 

Licensed Warehouse Fee =

(EWR Quantity) x (Number of Storage Days Up to the Tariff Change) x (Warehouse Fee Tariff Effective on the Date of Delivery of the Product to the Warehouse) + (EWR Quantity) x (Number of Storage Days from the Effective Date of the Regulation Until the Product Sale) x (Warehouse Fee Tariff in Effect on the Transaction Date)

4. HOW TO MAKE LICENSED WAREHOUSE FEE PAYMENT? 

Storage fees accrued up to the day the EWR is sold or transferred are deducted from the sale amount by Takasbank, within the framework of the licensed warehouse fee tariff, and transferred to the account of the relevant licensed warehouse operator at Takasbank. 

5. RENT, TRANSPORT, AND ANALYSIS SUPPORT PAYMENTS FOR PRODUCTS STORED IN LICENSED WAREHOUSES 

 According to Presidential Decree No. 8858 published in the Official Gazette No. 32642 dated 24.04.2024, rent, transport, and analysis support payments are made for the following products stored in licensed warehouses.

(*) In determining the rent and analysis support fees, the tariffs for rent and analysis fees published by the Ministry of Trade that are effective as of 01/05/2024 will be taken into account. 

Farmers registered in the Farmer Registration System (FRS), agricultural producer unions established under Law No. 5200, agricultural credit cooperatives and unions established under Law No. 1581, producer organizations established under Law No. 1163, and agricultural sales cooperatives and unions subject to Law No. 4572, are provided with rent support for up to 6 months, not exceeding the above-mentioned limits, for the products they have stored in licensed warehouses for the 2024 harvest year. 

For those benefiting from the rent support mentioned above, transportation support is provided for each type of product delivered to the licensed warehouse, within the above-mentioned limits, provided that documentation is submitted. Additionally, analysis support is given for each batch of products, for the analyses to be conducted by authorized classifiers before delivery to the licensed warehouse, in the amounts specified above.

The rent support set at 60% has been increased to 75% of the rent fee tariff determined by the Ministry for the years 2025-2027.
