2004
  • The Union of Chambers and Commodity Exchanges of Türkiye and Chambers and Commodity Exchanges Law No. 5174, which contains provisions concerning mercantile exchanges, was published in the Official Gazette dated June 1, 2004 (Issue No. 25479) and entered into force.
2005
  • The Agricultural Products Licensed Warehousing Law No. 5300, published in the Official Gazette No. 25730 dated February 17, 2005, entered into force.
  • The Regulation on the Procedures and Principles of Establishment, Operation, and Audit of Mercantile Exchange was published in the Official Gazette No. 25750 dated March 9, 2005.
2011
  • On June 13, 2011, the first authorized classifier license was granted to the Grain Technologies Laboratory within the Polatlı Commodity Exchange to analyze products, determine their quality and characteristics, classify them in accordance with applicable standards, and document them.
  • The first licensed warehouse, TMO-TOBB Licensed Warehouse Company, received an operating license on July 12, 2011, covering grains, legumes, and oilseeds.
  • The Regulation on Electronic Warehouse Receipts, published in the Official Gazette No. 25960 dated October 8, 2005, was repealed, and the Regulation on Electronic Warehouse Receipt, published in the Official Gazette No. 28110 dated November 12, 2011, entered into force.
2012
  • The Central Securities Depository (CSD) was granted an Electronic Registry Institutions license for electronic warehouse receipt (EWR).
2013
  • The Regulation on Agricultural Products Licensed Warehousing, published in the Official Gazette No. 28616 dated April 12, 2013, entered into force.
  • Hazelnut Licensed Warehouse Communiqué, Grain, Legumes and Oilseeds Licensed Warehouse Communiqué, Dried Apricot Licensed Warehouse Communiqué, Cotton Licensed Warehouse Communiqué, Olive Licensed Warehouse Communiqué, and the Olive Oil Licensed Warehouse Communiqué were published in the Official Gazette No. 28616 dated April 12, 2013.
  • The first EWR was issued for cotton.
  • Takasbank began providing clearing services for EWRs.
  • Trading in EWRs began at the İzmir Commodity Exchange.
2014
  • The first EWRs were issued for barley, wheat and paddy.
  • EWR trading began at the Konya and Polatlı Commodity Exchanges.
2015
  • EWRs were issued for corn and olives.
  • The regulations governing Takasbank’s provision of central clearing services to the EWR Market are set forth in the General Regulation on the Establishment and Operating Principles of Central Clearing Institutions.
  • As a result of a joint effort by the Ministry of Finance, the Revenue Administration, and the CSD, the requirement to issue an invoice or producer receipt for EWR transactions was eliminated, and a system was introduced whereby the CSD generates an “EWR Sales Receipt” electronically for each EWR transaction.
2016
  • Pistachio Licensed Warehouse Communiqué was published in the Official Gazette No. 29842 dated September 29, 2016.
  • The first EWRs were issued for sunflower seeds and soybeans.
2017
  • Raisin Licensed Warehouse Communiqué was published in the Official Gazette No. 30025 dated April 1, 2017.
  • The establishment of the Turkish Mercantile Exchange was authorized by the Council of Ministers Decision No. 2017/9986, published in the Official Gazette on April 6, 2017.
  • Regulation on Procedures and Principles of Establishment, Operation and Audit of Mercantile Exchange, which regulates matters pertaining to the Commodity Exchange, was published in the Official Gazette dated August 10, 2017, and entered into force.
  • The first EWRs were issued for hazelnuts and lentils.
2018
  • Turkish Mercantile Exchange (TMEX) was established on June 8, 2018.
2019
  • The Regulation on Intermediary Activities and Surveillance and Audit of Intermediaries in Turkish Mercantile Exchange was published in the Official Gazette No. 30751 dated April 20, 2019.
  • Dairy Products Licensed Warehouse Communiqué was published in the Official Gazette No. 30814 dated June 27, 2019.
  • Turkish Mercantile Exchange received its operating license on July 24, 2019.
  • EWR trading on the Commodity Exchanges was discontinued following the trading session on July 25, 2019, and the TMEX EWR Market began operations with the trading session on July 26, 2019.
  • The first EWRs were issued for chickpea and rye.
2020
  • The first EWRs were issued for dried apricot and unshelled pistachio nuts.
2021
  • On March 23, 2021, the Ministry of Industry and Technology approved TMEX’s designation as an R&D Center.
  • TMEX Agricultural Commodity Indices, with a base value of 1,000 and a base date of April 1, 2021, began publication on July 14, 2021.
  • The first EWRs were issued for beans, triticale and oats.
2022
  • On January 21, 2022, the Turkish Patent and Trademark Office decided to issue a patent certificate for the TMEX R&D Center’s invention titled “Agricultural Commodity Index Determination System and Management.”
2023
  • The first Asset-Backed Securities (ABS) issuance using the TMEX Wheat Bread Index as its benchmark took place on June 23, 2023.
  • TMEX Data Center and IT infrastructure were modernized to enhance high availability, 24/7 monitoring, and operational continuity.
2024
  • Seven commodity market intermediary institutions (CMII) obtained operating licenses.
  • Türkiye’s first lease certificate (sukuk) issuance, which utilized the Wheat Bread Index—calculated by TMEX based on EWR Market transactions involving bread wheat—was carried out by Kalkınma Yatırım Varlık Kiralama A.Ş. on February 15, 2024.
2025
  • Instead of the “EWR Sales Receipt” issued by CSD, TMEX members have begun issuing the “EWR Transaction Result Certificate” for new transactions.
  • TMEX obtained the TS EN ISO/IEC 27001:2022 Information Security Management System (ISMS) certification on January 9, 2025.
  • TMEX Trading System (TÜRİS) on January 13, 2025, and transitioned to an intermediary system on the EWR Market.
  • TMEX EWR Market data began to be distributed through data vendors.
  • TMEX integrated and launched the AI-powered Algorithmic Detection and Monitoring Platform (ATİP) within TÜRİS.
  • TMEX obtained the TS EN ISO/IEC 20000-1:2018 Information Technology Service Management System (ITSMS) certification on May 14, 2025.
2026
  • Licensed Warehousing Inspection Inc. was established on January 7, 2026, jointly by TOBB and TMEX to conduct inspections of licensed warehouse operators in accordance with the provisions of the Agricultural Products Licensed Warehousing Law No. 5300 and the Agricultural Products Licensed Warehousing Regulation.
